General Purpose

 

A Utility specialist is a qualified employee who shall perform work mutually agreed to by the Company and Union. Duties typically assigned to the Utility Specialist are Collections/Connects/Disconnects/Removal; Replacement or exchange of single-phase self-contained meters; locates; pole test and treat; Joint Use Coordination; Equipment Operation and others as agreed to by the Company and Union. The Utility Specialist may be required to hold a Commercial Driving license as dictated by the assigned duties and pass minimum qualification requirements as mutually agreed to by the Company and the Union. The Utility Specialist with proper training may be assigned to drive or operate equipment, as follows:

 

1. Pick-up, 6-person capacity;

2. Trucks, one and one-half (1 ½);

3. Line Trucks (Boom Trucks);

4. Trucks hauling poles, material or towing a trailer (except hot line tool trailer);

5. Trucks with hydraulic/electric personnel lift equipment;

6. Hole Digger;

7. Backhoe;

8. Track-type vehicles (snow-cats);

9. Truck or trailer mounted wire pullers;

10. Jackhammer

The Utility Specialist/Pre-Apprentice Estimator is a position designed to complete various non-journeyman tasks while preparing the applicant for a two-year Estimator apprenticeship and, ultimately, into a position as a Journeyman Estimator.  Duties typically assigned to the Utility Specialist/Pre-Apprentice Estimator may include meter reading, customer collection related activities (notifications, service connects and disconnects); replacement, removal, or exchange of single-phase self-contained meters; underground utility line locates; pole inspection and maintenance (test and treat); foreign utility (joint use) clearance evaluation; operate as a Groundman on line crews; and other duties as assigned. The Utility Specialist/Pre-Apprentice Estimator will hold the position for an indefinite period of time until offered an Estimator apprenticeship at a location to be selected by PacifiCorp (the Company). 

 

Please note that candidates will be required to accept an Estimator apprenticeship when and where it is offered. Relocation will be available under the current bargaining agreement for appropriate union local.

 

The Estimator apprentice program is designed to teach a candidate aspects of an Estimators work. As a Journeyman Estimator you will prepare cost estimates using engineered standards, right-of-way permits, and other job-related paper work pertaining to distribution construction and maintenance. The Estimator will prepare expenditure requisitions, OMS Maps, contracts for line extension, right-of-way permits, FPI paperwork, joint use coordination, meet with external customers on construction sites to design distribution line extensions, work with area engineer to design Capital improvement work for distribution system. Please note that upon completion of the Estimator apprenticeship, candidates will be required to bid on open Journeyman Estimator positions throughout the Pacific Power service territory. Relocation will be available under the current bargaining agreement for appropriate local.

Responsibilities

 

The Utility Specialist/Pre-Apprentice Estimator will perform labor necessary to assist with the installing, maintaining, repairing and/or operating Company equipment and facilities. Performance of duties may include: meter reading, collections, meter replacement/removal/exchange, pole test and treat, joint use coordination, equipment operation, clean-up work, debris removal, loading and unloading materials, storage of items, digging, grounds maintenance, fueling vehicles, cleaning and painting equipment and performing work using various hand-held tools. You may be required to drive a Company vehicle to transport personnel and equipment to and from work sites and run errands as assigned. As part of preparation for the Estimator Apprenticeship, the Utility Specialist/Pre-Apprentice Estimator may assist with estimating department functions such as meeting with new customers, documenting correspondence and work assignments, preparing documents, assisting with field surveys, and other administrative duties as assigned. Curriculum may include classroom work, on-the-job training, and completion of a skills check-off list to be jointly completed by a qualified employee and the Utility Specialist/Pre-Apprentice Estimator.  PacifiCorp and IBEW Local 659 will administer the apprenticeship program.

Requirements

 

  • Must be at least 18 years of age.
  • A high school diploma, GED or equivalent combination of education and experience.
  • Possess a current Driver’s License.
  • Must have received a passing score of 6 or higher on the NJATC examination.
  • Must perform a skills evaluation, consisting of both computer and written assessments, to be administered by PacifiCorp.
  • Individuals who pass the skills evaluation must also successfully pass the interview and rating phase.  An interview panel will meet with each qualifying applicant and at the completion of the interview, determine a numerically rated score.
  • Once selected for the candidate list, applicants must pass a company-paid physical, drug screen and background check, which is processed after a job offer is extended and accepted.
  • This position requires a post-offer, pre-placement physical capacity screening, conducted by a licensed physical therapist, to assure the candidate meets the physical demands of the job. The screening will assess only the identified physical demands of the job being applied for.

 

Physical Demands of the Utility Specialist/Pre-Apprentice Estimator

 

The job duties of Utility Specialist/Pre-Apprentice Estimator require lifting in excess of 75 lbs from floor to waist and waist to overhead, carrying in excess of 75 lbs with both hands, and pushing and pulling in excess of 100 lbs of exertion force. Job duties of the Utility Specialist/Pre-Apprentice Estimator require sustained, awkward positions/postures including bending and twisting at the waist and neck; reaching forward, to the side, across the body and overhead. Additional requirements of positions include forceful grip and pinch; manipulation of small objects; balancing on one or both legs during dynamic activities; manipulation of large objects during activities requiring balance and sustained awkward postures.

Preferences

 

  • Prior Estimating and/or Customer Service experience.
  • Basic knowledge of electrical theory and practical and detailed knowledge of construction specifications, electrical codes, rates, and service policies.
