Wheeler: Keeping U.S. Coal Sector Alive Will Benefit ‘International Environmental Protection’

Coal power, which has seen a marked decline in the U.S., is necessary for reliability and energy affordability, and sustaining it could boost pollution technology exports and “improve lives while driving down emissions worldwide,” said Environmental Protection Agency (EPA) Administrator Andrew Wheeler in a speech last week.

Wheeler made the remarks at a 90-minute event that the EPA held on June 19 to rationalize why the final Affordable Clean Energy (ACE) rule is a better option than the Obama administration’s landmark Clean Power Plan. The event, which was streamed live, also featured a long list of speakers from the coal industry and pro-coal states, with coal miners and other stakeholders in the audience.

Like the Clean Power Plan,the ACE rule will regulate greenhouse gases (GHGs), and it will be founded firmly on the agency’s 2009 Endangerment Finding. However, the ACE rule focuses on the nation’s 600 coal-fired units and gives states leeway on deciding how they will meet “emission guidelines” stipulated in the rule.…

Rhode Island Rejects Burrillville Gas-Fired Plant

A proposed 900-MW gas-fired power plant was rejected by Rhode Island regulators on June 20, leaving project developer Invenergy pondering its options for the planned facility in Burrillville.

Rhode Island’s Energy Facility Siting Board, after a daylong hearing in Warwick, said the plant is not needed. Chicago, Illinois–based Invenergy can appeal the decision to the state Supreme Court. The company has 10 days from the date the siting board finalizes its order to decide whether to appeal the decision.

“We will review the written decision and evaluate our options,” Invenergy spokeswoman Beth Conley said in a statement.

The Burrillville plant, known as the Clear River Energy Center, was first proposed four years ago, before falling power prices in the region and across New England brought questions about the economic viability of new power generation projects. Invenergy originally planned to bring the plant online this year; that date had been moved to 2023 pending state approval. A lower court in Rhode Island in April upheld a water agreement Invenergy had with the city of Johnston.…

New Jersey’s First Offshore Wind Farm Will Be a Mammoth 1.1-GW Ørsted Project

Danish renewables firm Ørsted’s 1.1-GW Ocean Wind project is the winner of New Jersey’s first award for offshore wind, the New Jersey Board of Public Utilities (NJBPU) said on June 21. 

Ørsted, with support from Public Service Enterprise Group’s (PSEG) non-utility affiliate, vied for the award with two other offshore wind developers that submitted bids between September and December 2018 in response to the state’s first offshore wind solicitation. Other bidders included Atlantic Shores Offshore Wind, a partnership between EDF Renewables and Shell New Energies, and Boardwalk Wind, which was sponsored by Norwegian multinational company Equinor. 

NJBPU unanimously granted the award to Ørsted after evaluating wide criteria, including offshore wind renewable energy certificates (OREC) purchase price, economic impact, ratepayer impact, environmental impact, the strength of guarantees for economic impact, and the likelihood of successful commercial operation. 

The agency said Ørsted’s economic development plans were the most detailed and could result in net economic benefits of $ 1.17 billion to the state.…

Siemens Will Cut Another 2,700 Jobs; GE Announces Cuts in Switzerland

Siemens on June 18 said it would cut 2,700 jobs from its Gas and Power division, on top of 10,400 positions the German engineering firm last month said it would jettison as part of cost-cutting measures.

The Siemens’ announcement comes one day after U.S.-based rival GE said it would cut 450 jobs at two of its manufacturing sites in Switzerland.

Siemens in May said it would spin off and give up its majority stake in its Gas and Power unit, which includes its power generation, transmission, oil and gas, and related services businesses. The company in that announcement, which it said is part of its Vision 2020+ strategy, also said it was transferring its 59% stake in Siemens Gamesa Renewable Energy (SGRE) to the new business.

Investors have cheered Siemens’ restructuring, with the company’s stock gaining about 9% this year.

Lisa Davis, head of the Gas and Power division, in a statement Tuesday said, “The planned measures will help us create more opportunity for growth and the security that comes from being a competitive player in the energy market.”…

The POWER Interview: Technology Helps Integrate Renewables to the Grid

Patrick Lee, who founded and leads PXiSE Energy Solutions, a subsidiary of San Diego, California-based Sempra Energy, is a proponent of energy sharing. His company builds enhanced grid management systems, using data, insights, and algorithms “to maximize efficiency and reliability of all DERs [distributed energy resources] as one system.” In other words, a PXiSE-supported microgrid is designed to interact with the grid, balancing the supply and demand of power, in an energy-sharing mode, rather than just managing an islanded microgrid.

The company’s Active Control Technology (ACT) platform is used at Sempra’s headquarters in San Diego as well as at other sites, including Con Edison’s 200-MW Great Valley Solar project near Fresno, California; the 110-MW Pima Solar facility in Mexico; and in distribution grids in Australia operated by Horizon Power.
