General Purpose

 

Manages and directs the day to day (24/7) operations of a multi-state bulk electric system (BES)  or cross-functional unit, which has a major impact on corporate, business unit, or organizational objectives.  Establishes strategic business objectives, strategies, and plans in support of company strategic goals.  Manages and allocates financial and employee resources.  Responsible for selecting, coaching, and developing employees and management of employee salaries. Implements and supports company programs and policies.  Typically supervises manager-level employees.

Responsibilities

 

  • Oversight and management of departments involved in controlling the bulk electric transmission system (grid operations), balance and interchange, energy imbalance market (EIM) operations.
  • Establish strategic business objectives, strategies, and plans in support of company strategic goals.
  • Manage and allocate financial and employee resources for the efficient operation of transmission and grid operations.
  • Develop plans, processes, operating policies, targets, measurements and implement tools to establish best practices for transmission and market operations.
  • Develop and monitor industry and internal benchmarks to measure continuous improvements in operational transmission system and market performance.
  • Oversee the activities related to the planning, design, building, operations, maintenance, switching, and control of the transmission and market systems. 
  • Recommend and implement plans and approaches to support overall business strategies.
  • Oversee the development and implementation of technical training programs for operational staff employees.
  • Actively participate in regional transmission operations and planning organizations as a company spokesperson and official.
  • Represent the company as an official spokesperson with regulatory agencies, e.g. reliability coordinator, market operator, Western Electricity Coordinating Council; North American Electric Reliability Corporation; Western Power Pool; and the Federal Energy Regulatory Commission.
  • Take responsibility for the compliance of NERC reliability standards as the designated owner of specific standards for the company. 

Requirements

 

  • Bachelor’s degree in electrical engineering or a related field; or the equivalent combination of education and experience.  
  • A minimum of ten years utility experience in bulk electric system operations.
  • A minimum of five years experience of direct people management. 
  • A minimum of three years experience managing employees engaged in main grid operations.
  • Knowledge of transmission and distribution system operations.
  • Experience in electric utility control room (24/7) operations.
  • Leadership and teamwork skills to negotiate with and influence peers and management on policy and strategic issues.  
  • Communication and interpersonal skills including ability to manage and motivate employees, use oral and written communication to create a vision, communicate strategy, and effectively interface with other company leaders.

Preferences

 

  • Advanced degree. 
  • NERC certification (if managing NERC certified employees). 
  • Knowledge of emergency service provision, as pertaining to the utility industry.
  • Generation interconnect integration into the bulk electric system and associated contracts.
  • Knowledge of utility-to-utility intertie contracts.
  • Knowledge of transmission rights and scheduling on the bulk electric system. 
  • Knowledge of NERC reliability standards 
  • Knowledge of the company’s strategic plan, regulatory and political environment, as well as the company’s policies, procedures, and practices, and applicable federal, state, and local laws and regulations.

This position is eligible for an annual discretionary performance incentive bonus of up to 20.00 % of salary.
