General Purpose:

 

Design, deliver, and successfully implement stakeholder processes and outcomes in response to goals and regulatory requirements in California, Oregon, and California.  Identify and develop opportunities for broad and diverse stakeholder engagement and incorporation of feedback from stakeholders into business decision making and outcomes.  Ensure success of equity-based processes through tracking to stated goals and objectives, statutory and regulatory requirements, and expectations.  Implements and supports company programs and policies which have a direct impact on customers and company goals.

Responsibilities:

  • Develop/maintain a stakeholder engagement “playbook,” a tool to assist business units as they stand-up stakeholder processes, including equity-based requirements.
  • Direct the development and implementation of Advisory Group requirements to support the equitable distribution of benefits and the reduction of risk for vulnerable populations including the development of new programs for low-income customer support, the reduction of energy burden for vulnerable populations, and other ways to equitably distribute clean energy benefits to utility customers.
  • Lead efforts to (1) identify potential stakeholders and develop meaningful working relationships; (2) assist business units with identifying appropriate stakeholders, preparing appropriate communication and outreach strategies, and facilitating initial listening sessions and engagement; (3) represent PacifiCorp’s equity stakeholder engagement efforts before regulatory commissions. 
  • Direct communication strategies on company initiatives and messages including direct public outreach.  
  • Utilize project management, teamwork, and leadership skills to communicate in a manner that effectively leverages external feedback to inform business decision making and outcomes.     
  • Cross-functional support to assist business with identifying achievable and equitable solutions to issues raised during stakeholder processes.
  • Assist with developing balanced outcomes or alternative solutions.
  • Advise internal and external stakeholders on regulatory issues concerning the company’s tariffed rules and regulations and associated products and operations.
  • Act as company witness for regulatory proceedings.
  • Represent the company before regulators, governmental agencies, and other external stakeholders.
  • Select, coach, and develop employees.

Requirements:

 

  • Bachelor’s Degree in Business, Engineering, Finance, Communications, or a related field; or the equivalent combination of education and experience. 
  • A minimum of ten years in utility regulation experience in account or community management or utility customer service or other related experience. 
  • Management skills including the ability to establish objectives, execute policy, monitor resources, and manage the development or implementation of a system, program, or process. 
  • Leadership and teamwork skills to provide input into policy decisions and to mobilize resources to produce desired business results. 
  • Communication and interpersonal skills to manage and motivate employees, and oral and written communication to communicate objectives and action plans. 
  • Working knowledge of electric system operations, electric principals, regulation, tariffs and billings, and political environment on state and community levels.
  • Demonstrated project management, teamwork, and leadership skills to produce desired business results. 
  • Ability to communicate company’s strategic plan, objectives for specific area, as well as company policies, procedures, and practices and federal, state, and local governmental laws and regulations.
  • Public speaking and presentation skills.
  • Experience with community relations and processes
  • Ability to work with all organizational levels to influence actions and negotiate outcomes.  
  • Strong computer skills including the use of MS Word, Excel, and Power Point. 

Preferences:

 

  • Prior experience in the energy industry.
