General Purpose
Provides legal assessments, interpretations, recommendations, and representation on corporate policies and issues in compliance with federal, state, county, and municipal statutes and other legal authority. Represents the Company in courts, formal hearings, administrative hearings, and/or board/regulatory meetings. Provides counsel and legal assistance in the interpretation of statutes, legal opinions, and obligations. Reviews and recommends application of Company and department policies to protect the Company’s interests and objectives. Prepares and reviews legal documents and/or contracts. Oversees, selects, and directs outside legal counsel as appropriate. This may include, but is not limited to all policy, legal and regulatory matters relating to transmission facilities, wholesale transmission and interconnection service, and energy markets, with emphasis on Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), and Western Electricity Coordinating Council (WECC) regulations, including regulatory or litigation proceedings.
Responsibilities
- Provide legal support for transmission services, policy and strategy, including advice on FERC and regional energy policy issues with minimal supervision.
- Advise on transmission and interconnection tariff issues (Open Access Transmission Tariff (OATT)and pre-OATT).
- Advise on participation in energy markets and associated issues.
- Advise on regulatory compliance issues, including tariff, WECC/NERC reliability standards and standards of conduct and affiliate compliance, and assist with training for company personnel.
- Advise management regarding industry developments and trends in judicial, regulatory or legislative outcomes.
- Provide legal support for federal transmission and ancillary services rate development.
- Negotiate transmission, interconnection, system impact and facilities studies, and other types of commercial agreements.
- Develop legal assessments, interpretations, recommendations and opinions on laws, policies and regulatory issues. Develop and present recommendations to senior management within the organizational unit and the Company regarding courses of action.
- Oversee, select, and direct outside legal counsel.
- Recommend application of Company and department policies to protect the company’s interests and objectives.
- Represent the Company in administrative proceedings at federal and state agencies.
- Draft filings, pleadings, petitions, and other submissions to regulatory and/or governmental agencies in response to formal regulatory proposals. Develop all forms of legal documents including contracts, pleadings, data requests, data request responses, testimony, regulatory documents, reports, and presentations.
- Deliver high quality work product and sufficient legal controls on a timely basis to the Company’s business units.
Requirements
- Juris Doctorate Degree from an accredited law school as well as the successful completion of the Bar exam in one or more states in which the company conducts business, or capable of becoming licensed in such states.
- A minimum of five years related experience in a law firm, government or corporate legal department.
- Experience with FERC transmission regulation and policy.
- Experience in tariff interpretation and reliability standards
- Excellent oral and written communication and interpersonal skills including the ability to assess implications of proposed actions/arguments and respond appropriately in private and public forums.
- Ability to work as a team member, to maintain project timelines, manage and prioritize multiple legal initiatives, and deliver commitments, and offer excellent, customer-focused legal services to clients, employees, senior management and others.
- Knowledge of research and analysis techniques and application of federal, state, and local government laws and regulations.
Preferences
- Prior experience in energy law is a plus.
- A combination of law firm and corporate experience strongly preferred.
- Prior litigation or administrative law experience is preferred

Hiring Range: $ 145,900 – $ 171,600
This position is eligible for an annual discretionary performance incentive bonus of up to 20.00% of salary.
