Biden Administration Throws Support Behind Floating Offshore Wind

The Biden administration announced a goal of installing as much as 15 GW of floating offshore wind energy capacity by 2035, and said it plans to auction off leases to support project development by the end of this year.

The Sept. 15 announcement touted both the potential of offshore wind and its impact on reducing carbon emissions from the energy sector. Administration officials on Thursday said deployment of floating offshore wind would prevent 26 million metric tons of carbon emissions annually—an amount officials said is equivalent to emissions from about 26 coal-fired power plants.

“Floating wind has incredible potential. It can establish the United States as a global leader in advancing new technology, and thus new projects, and it can help us achieve our climate and economic goals,” Interior Secretary Deb Haaland said at a news conference Thursday. The plan to support floating offshore wind is in addition to the administration’s separate goal of installing at least 30 GW of offshore wind in general by 2030.…

Biden Pausing Solar Tariffs, Pushes for U.S. Production

The White House is moving to support the solar power industry, including U.S. manufacturing of solar panels and other equipment, by pausing tariffs on imported solar panels from four Southeast Asian countries. The 24-month moratorium announced June 6 will exist while U.S. officials continue to look at the practices of Cambodia, Malaysia, Thailand, and Vietnam, countries that are being investigated for possibly circumventing tariff rules.

The solar power industry has decried the investigation, saying it has led to supply chain constraints that are threatening U.S. solar power projects, and industry jobs. Officials from across the U.S. energy sector on Monday applauded the move, saying it should lead to more certainty regarding equipment used for power generation, transmission, and distribution. 

President Joe Biden on Monday issued plans for the two-year exemption on tariffs, noting the investigation’s impacts on the solar power industry, and its threat to the administration’s own clean energy goals. As we get closer to the presidential inauguration, and with President-elect Biden’s announcement of his Cabinet picks for the Department of Energy (DOE), Environmental Protection Agency (EPA), and the Department of the Interior (Interior), we begin the inevitable hypothesizing about which “Day 1 actions” will be taken, which actions will be among the administration’s “100 Day actions,” and what priorities will bleed into 2022 or beyond. 

COMMENTARY

President-elect Biden has put forth a sweeping platform during the campaign, a platform that if accomplished would completely transform the U.S. energy system within the next several decades by putting the country on a path to achieve net-zero emissions, economy-wide, by 2050, and to generate electricity from renewable sources in order to achieve a carbon pollution-free power sector by 2035. To achieve these goals, substantial technological advancement is required, including significant changes to the power generation, transmission, and distribution systems.…
