California Renewable & Storage Milestones

| Energy Jobs

My home state has set some aggressive long-range goals for clean energy, specifically we must have 60% renewable and zero-carbon electricity by 2030, ramping up to 100% by 2045. By the way, California has clear definitions of renewables and these include solar, wind, geothermal and small hydro. “Zero-carbon” (or “carbon-free") sources include nuclear and large hydro…

California Declares Stage 3 Emergency Alert, Warns Rotating Outages Possible

September 7, 2022

| Industry News

California’s grid operator issued a Stage 3 energy emergency alert (EEA) at 5:17 p.m. PST on Sept. 6, warning it would order rotating power outages to lower soaring power demand and stabilize its grid if necessary.

The California Independent System Operator (CAISO) cautiously raised the emergency alert from Stage 2, which it had declared earlier on Tuesday, based on forecasts that the state faced energy deficiency with all available resources in use until 8 p.m. PST. While the EEA 2 alert signaled to grid participants to bid more energy into the market and opened emergency demand response options, the grid operator on Tuesday evening warned that a historic heat wave was compounding tight supply conditions.

An EEA 3 alert means that the ISO is unable to meet minimum contingency reserve requirements. “Maximum conservation efforts are urged,” CAISO said in its EEA 3 notice. “During this time, participating  customers will be directed by utilities to use generators approved for  emergencies, or to reduce load following the protocols of each utility program.”…

California Governor Has Plan to Keep Diablo Canyon Nuclear Plant Open

August 15, 2022

| Industry News

California Gov. Gavin Newsom has proposed a plan that would keep the Diablo Canyon nuclear power plant open into 2035, a decade beyond the facility’s current closure date.

The proposal, which in part includes giving plant owner Pacific Gas & Electric (PG&E) a forgivable $ 1.4-billion loan, was included in a draft legislative package sent to state lawmakers late on Aug. 11. The bill has not yet been introduced in the state legislature. The current legislative session ends Aug. 31, though Newsom could call for a special session beyond that date to consider the plan.

The proposal was confirmed by Newsom spokesman Anthony York, according to Associated Press. The news service reported the bill “says impacts of climate change are occurring sooner than anticipated and are simultaneously driving up electrical demand while reducing power supplies.”

“The governor has been clear for months about the potential need to extend the life of Diablo Canyon,” York said. The spokesman said the governor has stressed the importance of all energy options to maintain a reliable power supply, and “this proposal reflects the continued need to keep that flexibility.”…

California, Again Facing Summer Supply Vulnerabilities, Eyes 20-GW Offshore Wind Goal

May 12, 2022

| Industry News

The California Energy Commission (CEC) is mulling a preliminary planning goal for 3 GW of offshore wind by 2030 and potentially expanding it to 10 GW to 15 GW by 2045. If finalized, California’s offshore wind goals would be the most ambitious in the U.S., surpassing even New York’s, which call for 9 GW by 2035.

In a draft report sent to the state’s governor on May 9, the CEC suggested California has an offshore technical potential in federal waters off the California coast of  21.8 GW, based on wind speed, ocean depth, bottom score, and distance to connecting infrastructure. Preliminary planning goals, however, focus mainly on floating offshore wind deployments, given that the deep waters of the Pacific Outer Continental Shelf off California’s coast have “steep drop-offs and will require offshore wind turbines installed on floating platforms to be anchored to the seabed.”

The CEC’s draft responds to Assembly Bill 525 (AB 525), a law that took effect this January and requires the CEC to develop a “strategic plan” for offshore wind energy developments off the California coast in federal waters.…
