What Is Coal’s Future? [PODCAST]

The Jackson Hole Center for Global Affairs—a bipartisan think tank—will host the “Jackson Hole Global Forum: Climate Solutions, Coal Communities, and Economic Diversification,” in Jackson Hole, Wyoming, November 8–9, 2018. Among the sessions on day one is a panel titled “What Is Coal’s Future?” Charles K. Ebinger, nonresident senior fellow with the Atlantic Council, will be one of the panelists.

Ebinger touched on some of the issues facing the coal industry on an episode of The POWER Podcast. He said the question—“What is coal’s future?”—really needed to be answered in two parts: one addressing challenges in the U.S. and the other taking a broader look at coal usage around the world.

Although coal faces stiff headwinds in the U.S., demand in Asia is very robust, growing 5% or more per year in some places. The fact is, hundreds of millions of people still do not have electricity in various parts of the world, and hundreds of millions of others don’t have truly reliable sources of power.…

Coal’s ACE in the Hole? New Rule Still Faces Headwinds

The Trump administration has extended a potential lifeline to coal-fired power plants with its Affordable Clean Energy (ACE) rule. Now the debate is about how much the plan will actually help coal generation.

Energy analysts and other industry experts who spoke with POWER on August 28 say the new rule, which would give individual states the power to determine how to regulate power plant emissions—or whether to regulate them at all—may not make a difference when it comes to the market for coal-based power.

Economic forces, which have increasingly favored natural gas and also renewable energy sources in recent years, have contributed to the fall of coal. And while Trump said the ACE rule is a replacement for the Obama-era Clean Power Plan (CPP), the CPP has never been implemented due to protracted legal challenges, including a continuing stay of the rule by the U.S. Supreme Court.

Other regulations dealing with power plant emissions, including the Clean Air Act (CAA) and the Cross-State Air Pollution Rule (CSAPR), along with the Mercury and Air Toxics Standards (MATS) rule, remain in force and continue to impact power plant operators.…

Capitalizing Upon Differences Between And Among PRB Coals

The Powder River Basin coals are recognized as both Sub-bituminous C and Sub-bituminous A ranked fossil fuels. They differ with respect to many properties including not only calorific value and bulk chemistry (including ash chemistry) but also reactivity and the evolution of potential pollutants (e.g., fuel nitrogen, sulfur). Different PRB coals behave differently both individually and in blends with respect to the combustion process and the issues of deposition and corrosion.
