General Purpose

Conducts analysis through research, gathering and interpretation of data, development of alternatives and recommendations.   Presents analysis and recommendations to management and may implement selected alternative.  Analyses include, but are not limited to, feasibility studies, cost/benefit analysis, trending/forecasting, financial analysis, budget analysis and reporting.  Specifically, this position may provide professional level services for ensuring the company complies with regulatory requirements of Federal Energy Regulatory Commission (FERC), state and federal laws and regulations relating to hydropower, generation, or transmission operations.

Responsibilities

•    Provide environmental support for T&D Operations’ projects (transmission, distribution, and substation construction projects), including NEPA-related permitting activities, CWA Section 404, NHPA Section 106, ESA Section 7 and 10, CEQA, EFSC, SEPA, local land use permitting (county and city), and general construction permits.

General Purpose

 

  • Prepare, support and implement PacifiCorp’s environmental compliance reporting obligations related to greenhouse (GHG) allowances, fuel mix, GHG emissions, carbon offsets, renewable energy credits (RECs), and renewable portfolio standards (RPS). Serve as key contact on day-to-day environmental reporting matters, including interfacing with a variety of internal subject matter experts, external stakeholders, and regulators. Use a variety of software programs and data sources to compile, analyze, interpret, and validate environmental reporting information. Apply an understanding of relevant environmental laws and regulations to deliver reports with high-data integrity and accuracy.

Responsibilities

 

  • Manage the accuracy of the company’s renewable resource and emissions data.
  • Manage state renewable portfolio standard compliance filings, including verification of agency certification of renewable resources for compliance with state and/or federal renewable portfolio standard programs.
  • Prepare and/or manage the preparation of regulatory and compliance filings to meet the reporting requirements in all states, including regulatory testimony, exhibits and supporting documentation

SCOTUS Reinstates Trump-Era Environmental Certification Rule

The U.S. Supreme Court on April 6 reinstated a Trump-era environmental rule that limited state and tribal roles in enforcing a section of the Clean Water Act (CWA) related to project certification. The order is a temporary triumph for eight states and three energy trade associations, including the National Hydropower Association (NHA).

The high court’s order in Louisiana et al. v. American Rivers et al. reinstates a Clean Water Act Section 401 Certification Rule, which the Environmental Protection Agency (EPA) finalized in July 2020 (and which became effective in September 2020) to address potential delays in certifications and project development that resulted in protracted litigation involving state and tribal reviews under Section 401 of the Clean Water Act (CWA).

The Supreme Court acted on an application filed on March 21 by eight states—Arkansas, Louisiana, Mississippi, Missouri, Montana, West Virginia, Wyoming, and Texas—and three industry groups—NHA, American Petroleum Institute, and the Interstate Natural Gas Association of America—that asked the high court to stay an October 2021 order from the U.S.…

Wheeler: Keeping U.S. Coal Sector Alive Will Benefit ‘International Environmental Protection’

Coal power, which has seen a marked decline in the U.S., is necessary for reliability and energy affordability, and sustaining it could boost pollution technology exports and “improve lives while driving down emissions worldwide,” said Environmental Protection Agency (EPA) Administrator Andrew Wheeler in a speech last week.

Wheeler made the remarks at a 90-minute event that the EPA held on June 19 to rationalize why the final Affordable Clean Energy (ACE) rule is a better option than the Obama administration’s landmark Clean Power Plan. The event, which was streamed live, also featured a long list of speakers from the coal industry and pro-coal states, with coal miners and other stakeholders in the audience.

Like the Clean Power Plan,the ACE rule will regulate greenhouse gases (GHGs), and it will be founded firmly on the agency’s 2009 Endangerment Finding. However, the ACE rule focuses on the nation’s 600 coal-fired units and gives states leeway on deciding how they will meet “emission guidelines” stipulated in the rule.…
