A draft copy of a document outlining India’s latest National Electricity Policy (NEP) reportedly shows the country is considering building new coal-fired generation capacity, even as it sets new carbon reduction targets. The document also said government officials would push for better technology to help reduce emissions from those plants.

Reuters on April 19 reported it had seen a copy of the 2021 NEP, a 28-page draft that was apparently written in February and is the first update to energy policies enacted in 2005, long before the current push for renewable energy. The news comes just days after John Kerry, the U.S. Special Presidential Envoy for Climate, visited India and met with Indian Prime Minister Narendra Modi. The two discussed cooperation between the U.S. and India on addressing climate change, ahead of President Biden’s Leaders Summit on Climate April 22–23. Biden has invited 40 world leaders, including Modi, to the virtual meeting that will be live streamed for public viewing.…

Financing has reportedly been secured for a 1,600-MW coal-fired power plant in India’s eastern state of Jharkhand. Qatar’s Gulf Times newspaper reported April 6 that Power Finance Corp., a state-run lender in India, and its subsidiary REC approved a $ 1.5 billion loan for the project. The report said the new plant would be funded through loans and equity, with Power Finance and REC covering the entire cost of the project, which Bloomberg estimated at just more than $ 2.1 billion.

The plant is being designed to sell power to Bangladesh through a power purchase agreement with the Bangladesh Power Development Board (BPDB). Adani Power Limited, part of India’s Adani Group, one of the world’s largest coal-mining companies, is building the plant. People familiar with the project reportedly said the plant is eligible for tax breaks, as India’s commerce ministry has designated the region as a special economic zone, and the plant as an export industrial facility. BPDB said Bangladesh currently gets about 56% of its power generation from natural gas, with oil and diesel providing most of the rest.…

Report: Human Error to Blame in Fatal India Plant Accident

An internal report from NTPC said an “error in judgment” by plant operators led to an explosion at India’s Feroze Gandhi Unchahar Thermal Power Station last year that resulted in the deaths of 45 workers.

Reuters news service on July 23 said it had reviewed a summary of the report on the accident that occurred November 1, 2017. It said three department heads at the 1,550-MW coal-fired plant decided not to shut down a 500-MW boiler at the plant to clear ash that had built up in the unit. The buildup caused the unit to over-pressurize, which caused an explosion that released hot gas, killing several workers instantly. Others died in the days after the accident, which left survivors with severe burns.

India’s Power Ministry in the week after the accident established a committee to investigate the explosion.

India Launches Probe of Power Plant Blast; Death Toll at 36

India’s Power Ministry has established a committee to investigate the November 1 explosion at NTPC’s thermal power plant in Unchahar. The death toll from the blast is at 36, and dozens more workers at the plant were injured when flue gases and steam were released from a 500-MW coal-fired unit at the plant. Several remain hospitalized with severe burns.

The investigative panel was created November 6 by order of the Power Ministry, under a provision of the country’s Electricity Act 2003. It is led by P.D. Siwal, a thermal power expert from the Central Electricity Authority (CEA). The Power Ministry said it wants a report from the committee within the next month, and would like a report on the cause of the blast within the next week. The agency also asked the committee to “fix responsibility for lapses, if any,” and “to suggest remedial measures to avoid recurrence of such incidents in future.”

Other members of the investigating committee are Subir Chakraborty, director of projects for Uttar Pradesh Rajya Vidyut Utpadan Nigam Ltd.…

Officials in India say the the death toll from the November 1 explosion at an NTPC thermal plant in Unchahar has risen to 43, with seven more deaths reported in the past week. Dozens of workers at the plant were injured when flue gases and steam were released from a 500-MW coal-fired unit at the plant during a maintenance operation. Several workers remain hospitalized, many with severe burns, according to local officials, who late November 10 said at least eight of the injured are in “very critical” condition.

India’s Power Ministry has a committee investigating the explosion at the Feroze Gandhi Unchahar Thermal Power Station in Uttar Pradesh state. The blast occurred in Unit 6 of the plant, a unit which was commissioned in March and had been operating on a trial basis since September. The six-unit, 1,550-MW Gandhi plant supplies electricity to nine states—Uttar Pradesh, Haryana, Himachal Pradesh, Jammu and Kashmir, Punjab, Rajasthan, Chandigarh, Delhi, and Uttarakhand—and employs about 870 workers.…

Death Toll at 34 in India Plant Explosion; Officials Point to High Pressure in Boiler

Officials in India on November 5 said the death toll has risen to 34 after an explosion and fire November 1 at NTPC’s Feroze Gandhi Unchahar Thermal Power Station in Uttar Pradesh state. NTPC, the nation’s largest power utility, said flue gases and steam were released in the blast, which occurred in a 500-MW coal-fired unit that was commissioned in March and had been operating on a trial basis at the plant since September.

NTPC officials investigating the incident said November 3 that pressure inside the unit shot up to 70 times its normal level in just a few minutes before the explosion, and an emergency shut-off mechanism that should have disabled the unit apparently failed to work. A fireball exploded in the unit and pressurized steam gushed out onto dozens of workers, who were either killed or severely burned.

Local hospital officials on November 5 said several workers severely burned in the incident remain hospitalized.
