Settlement Reached in Largest U.S. Coal Ash Cleanup

Duke Energy will save about $ 1.5 billion in coal ash cleanup costs under a settlement between the utility and environmental and other groups announced Jan. 2 by North Carolina’s Department of Environmental Quality (DEQ).

The DEQ said Duke Energy will need to excavate about 80 million tons of coal ash currently stored in basins at six of the utility’s power generation sites. The ash will be moved to lined landfills. The DEQ said it will be the largest cleanup of coal ash in U.S. history. The utility will be allowed to leave coal ash in place at some of its locations.

Duke Energy already is in the process of closing all its coal ash basins at plants in several states, including 31 in North Carolina. Utilities across the U.S. are spending billions of dollars cleaning up coal ash stored near power plants nationwide.…

Navajo Nation Negotiating Sale of West’s Largest Coal Plant

The Navajo Nation on July 12 said it has identified a potential buyer for the 2,250-MW Navajo Generating Station (NGS) in Arizona, the largest coal-fired power plant in the western U.S. The Navajo Nation Council, in a joint news release with the Navajo Nation’s Office of the President and Vice President, said the Hopi Tribe supports an agreement to sell the plant in order to keep it open, along with the nearby Kayenta Mine from which the plant sources coal.

The NGS and the adjacent mine generate about one-third of the Navajo Nation’s operating budget and about 80% of the Hopi Tribe’s, with most of the workers at both the power plant and the mine members of the tribes. The plant’s current ownership plans to close the plant near Page, Arizona, by the end of 2019 if the facility is not sold.

The joint release said negotiations are underway with New York-based Avenue Capital Group, a global investment firm that invests in distressed companies and the distressed debt market, as the potential new owner.…

SDG&E Unveils World’s Largest Li-Ion Storage Battery

California utility San Diego Gas & Electric (SDG&E) on February 24 officially put into service what is currently the largest lithium-ion storage battery in the world, wrapping up a fast-track procurement process that began less than a year ago.

The 30-MW, 120-MWh system (Figure 1) supplied by AES Energy Storage and located in Escondido about half an hour north of San Diego is part of an expedited response by the state and the California Public Utilities Commission (CPUC) to the loss of the Aliso Canyon natural gas storage facility north of Los Angeles last year. The sudden loss of that storage capacity put major constraints on the area’s gas-fired generation and meant that peaker facilities faced the risk of not having gas to run when they were needed.

Gov. Jerry Brown declared a state of emergency over the leak, and the CPUC in May told the state’s utilities to expedite plans for meeting their obligations under the agency’s energy storage mandate.…

MPUC Decision Spells End for Two Coal Units at Xcel’s Largest Plant

The Minnesota Public Utilities Commission (MPUC) voted unanimously to support Xcel Energy’s latest long-range plan, which will transform the company’s energy fleet.

Xcel expects to more than double its renewable energy portfolio as a result, delivering greater than 60% carbon-free energy to its Upper Midwest (Michigan, Minnesota, North Dakota, South Dakota, and Wisconsin) customers by 2030.

Coal-Fired Capacity Takes a Hit

The MPUC approval finalizes Xcel’s decision to retire Units 1 and 2 at the Sherburne County Generating Plant (Sherco, Figure 1) in Becker, Minn. Sherco is a 2,222-MW three-unit facility—Xcel’s largest. The company announced last year that it wanted to close the 1976- and 1977-commissioned units, but it still plans to continue operating the 860-MW Unit 3 (added in 1987). Xcel co-owns that unit with Southern Minnesota Municipal Power Agency, which holds a 41% stake.

Largest Wind Turbine Contest Gets Another Entrant

Siemens on July 5 entered the competition for the largest wind turbine in the world with an upgrade of its SWT-7.0-154 model. The new SWT-8.0-154 turbine boosts power output over the earlier model through upgraded magnet technology. Other components remain largely the same over the earlier model and the smaller SWT-6.0-154 turbine, Siemens said.

The firm thus joins two others offering 8-MW wind turbines: MHI Vestas and Gamesa and Areva’s joint venture Adwen. Deciding which model is “largest” depends on how one defines the term, though. All are rated at 8 MW, but the MHI Vestas V164 has a larger rotor diameter at 164 meters (m) than the 154-m Siemens model.

Adwen’s AD-180 has the largest rotor diameter—at 180 m—of any commercially available design, but none have yet been constructed. Adwen and Danish firm LM Windpower completed the first AD-180 blade in June, each of which is just over 88 m long (Figure 1). The blades will be used for the AD-180 prototype planned to be built at a site in Germany later this year.…
