General Purpose

17.4.5 An Assistant Underground Cable Splicer is a Journeyman Lineman who works under the supervision of an Underground Foreman, Underground Working Foreman, or Cable Splicer for the purpose of acquiring skills and knowledge to perform all aspects of Cable Splicer duties.

An Assistant Cable Splicer may supervise employees per Section 16.4.3 and perform work consistent with their status as a Journeyman Lineman.

When two Assistant Cable Splicers work together with no supervision from a Cable Splicer or Underground Foreman then one of the Assistant Cable Splicers will be paid at the Cable Splicer rate.

Upon completion of not less than two years and not more than 2 ½ years continuous service as an Assistant Cable Splicer and with demonstrated ability and knowledge through testing and joint review of all aspects of network system operation and construction and maintenance practices and procedures, they shall be advanced to Cable Splicer.

Successful candidates will work with or under the direction of Journeyman Technicians to learn the Meter and Relay Trade. A minimum period of two (2) years, as defined by labor management agreements, will be allowed to complete all study materials and examinations. The two-year training course is divided into eight quarters with each quarter consisting of bookwork and hands-on tasks, with a test administered at the end of each quarter. A passing score is required on all tests before advancing to the next quarter of training. All hands-on tasks will be performed during normal business hours; however bookwork will be completed outside of work.
