India Sets Net-Zero Goal for 2070, Calls for $1T in Firm Climate Finance Commitments

India, a nation heavily reliant on coal power, will set out to achieve net-zero greenhouse gas (GHG) emissions by 2070, Prime Minister Narendra Modi pledged in a surprise declaration at the ongoing COP 26 climate summit on Nov. 1.

While India’s central government has yet to issue a detailed plan to achieve the necessary carbon reductions, the nation will kick off its climate ambitions by issuing five aggressive near-term targets.

“First, India will increase its non-fossil energy capacity to 500 GW by 2030,” Modi said in a 12-minute speech (in Hindi) on the first day of the conference in Glasgow, Scotland. “Second, India will fulfill 50% of its energy requirements from renewable energy sources by 2030,” he said. “Third, between now and 2030, India will reduce its total projected carbon emissions by 1 billion tons. Fourth, by 2030, India will reduce the carbon intensity of its economy by 45%. And fifth, by 2070, India will achieve the target of net-zero emissions.”…

The U.S. Environmental Protection Agency (EPA) will act on a spate of power plant rules over the next year, its newly released agenda of regulatory and deregulatory actions shows.

The May 23-released “Spring 2019 Agenda of Regulatory and Deregulatory Actions” lists 35 new actions, along with 57 actions that it considers “deregulatory.” The list includes new rules governing coal ash, new insights and timelines for final effluent limitations guidelines and mercury rules, action on “boiler MACT” rules, monitoring and record-keeping clarifications for the mercury and other rules, changes to New Source Review permitting, and an amendment to a rule governing stationary combustion turbines at power plants.

Columbia Nuclear Plant Sets Another Generation Record, Credits Good Performance

Operators of the Columbia Generating Station have set a new generation record at the nuclear plant 12 miles north of Richland, Wash., sending more than 9.7 million MWh to the Pacific Northwest power grid during 2018.

The single 1,207-MW single GE-built Mark-2 boiling water reactor that is owned and operated by Energy Northwest—which comprises 26 public power member utilities across Washington state—has set new generation records five out of the past seven years.

Because the plant consistently surpassed generation records set first in 2012 (9.3 TWh), then in 2014 (9.5 TWh), and again in 2016 (9.6 TWh), the plant was a POWER magazine Top Plant in 2017. The plant won the award also due in part to an operations overhaul that began in 2009, when Columbia suffered a series of scrams that landed it on the Nuclear Regulatory Commission’s (NRC’s) radar, and led it to vastly improve its performance.

New York City Sets Ambitious Citywide Energy Storage Target

New York City is aiming to have 100 MWh of energy storage by 2020 under an unprecedented target set by Mayor Bill de Blasio on September 23.

The city’s first-ever energy storage deployment target will help reduce reliance on the grid by making variable sources of energy production, such as solar panels, usable for more of the day, Blasio said as he announced the target to celebrate Climate Week. “Energy storage also helps increase the City’s resiliency by providing backup energy when the grid is offline.”

The mayor on September 23 also called on the Department of Buildings to issue permits for more than 3,000 solar panel installations this year alone, bringing the citywide total to more than 8,000 installations in 2016.

“This solar growth puts the City on track to meet its OneNYC goals of installing 100 [MW] of solar power on public buildings and spurring the installation of 250 MW on private buildings by 2025,” his office said in a statement last week.…

GE-Powered Combined Cycle Plant Sets New Efficiency Record

Guinness World Records recognized GE’s HA gas turbine for powering the world’s most efficient—up to 62.22%—combined cycle power plant.

The first unit equipped with an HA turbine officially began operation on June 17 at EDF’s plant located in Bouchain, France.

“Today we are making history with this power plant for the future,” said Steve Bolze, president and CEO of GE Power. “We are thrilled to be acknowledged by Guinness World Records for powering the world’s most efficient combined-cycle power plant, and we are also very proud of the industry-leading flexibility and reliability this turbine provides to our customers. According to GE, the airflow through the 605-MW Bouchain plant’s HA compressor could fill the Goodyear blimp in 10 seconds. The tip of the last blade in the 9HA.01 is said to move at 1,200 miles per hour—one and a half times the speed of sound (Figure 1).…
