General Purpose

Create, revise, and update engineering standard that affect all levels of distribution & transmission systems design for the company. Work with other internal groups to technically evaluate external suppliers and manufacturers, and their material to ensure material integrity and reliability. Offer specialized expertise in interpreting relevant federal, state and governing body (e.g. NESC) regulations, as well as expertise in material failure modes and the inspection and troubleshooting techniques used to detect them.

*This role may involve up to 10% travel.

Responsibilities

•    Support procurement in efforts to increase material redundancy and resolve material shortages.
•    Collaborate directly with suppliers to foster strong business relationships.
•    Evaluate suppliers’ ability to manufacture material effectively and reliably.
•    Review manufacturer drawings to ensure that they conform to internal specifications and standards.
•    Develop and maintain publications describing material, material specifications and installation of material.

General Purpose

The Substation Standards Engineering Manager leads the substation standards team, encompassing civil, wound equipment, substation general, and major equipment disciplines. This role is pivotal to achieving corporate and organizational objectives.
Key responsibilities include developing and implementing technical solutions, engineering guidelines and policies, creating material specifications and construction standards, integrating advanced technologies into the electric grid, and publishing handbooks, requirement manuals, standards, and guidelines for engineering, design, constructability, and maintainability of substation assets.
Additionally, the manager is responsible for selecting, coaching, and developing employees, managing salaries, ensuring compliance with company programs and policies, and establishing and adhering to department goals and budgets. In a significant but controversial final action, the Environmental Protection Agency (EPA) on Dec. 7 retained its existing National Ambient Air Quality Standards (NAAQS) for both fine and coarse particulate matter (PM2.5 and PM10).

While the EPA said the decision came “after careful review and consideration of the most recent available scientific evidence and technical information, consultation with the agency’s independent scientific advisors, and consideration of more than 60,000 public comments on the proposal,” environmental groups largely viewed the action as a dereliction of the agency’s regulatory duty.

The power sector, meanwhile, supported the measure, underscoring its success at slashing PM and precursor air pollutant emissions and pointing to future reductions from electrification of the transportation and industrial sectors. 

Why the Final Action Is Notable

Fine particles (PM2.5), which are 2.5 micrometers in diameter and smaller, are emitted by a variety of sources, including smokestacks, vehicles, and fires, but they also form when gases emitted by power plants, other industrial processes, and gasoline and diesel engines react in the atmosphere.…

Where Are We After 10 Years of Bulk Electric System Reliability Standards?

As concerns about grid security increase globally, it’s a good time to review the history, scope, and effect of North American electric system reliability standards. As the threat landscape changes, standards alone are not enough.

Mandatory. That’s the key word in the Energy Policy Act of 2005 (EPAct) where grid security is concerned. Within two years of that legislative action, the electric power industry was welcomed into the world of operation and planning regulation far beyond anything that had come before. As of June 18, 2017, we will have 10 years of experience with mandatory reliability standards. Are we better off as a result? Are the costs of compliance commensurate with the benefits? Will changes in approach to compliance currently under way enable a more efficient regulatory environment going forward? This article examines how we got to the current system and where we may go from here.
