General Purpose

 

With minimal direction from a department manager, a program manager, or the director of engineering/operations (project management office, PMO), supports the PMO to oversee jurisdictional approval of high-risk projects, which require considerable resources and high levels of functional integration. In addition to having responsibility for all jurisdictional approvals  of the project over the entire project life (initiate, plan, execute, control, close), required coordination with various agencies and organizations, assigning individual responsibilities, identifying appropriate resources needed, and developing schedules to ensure timely completion of assigned tasks, participates in projects at  concept stages through final implementation. Interfaces with all areas affected by the project including end jurisdictions, community organizations, tribal organizations, users, distributors, and vendors. Ensures adherence to quality and safety standards and reviews project deliverables. Communicates with senior management regarding the status of specific projects.

Responsibilities of this position include the following:

The successful candidate will be accountable for obtaining jurisdictional approval of multiple consecutive high-risk large scale capital projects. Responsibilities include but are not limited to zoning, land use, permitting, community and organization approval, coordination of public and governmental meetings, financial estimates, assembling and managing multifunctional matrixed teams across business platforms and construction support. Responsibilities also include coordinating team efforts, assigning tasks, developing detailed plans, schedules and ensuring timelines are met.

  • Manage the acquisition all approvals, jurisdictional, community, organizational, and land binding for the construction of multiple large scale capital projects (e.g. modifications/additions to facilities and infrastructure) under minimal supervision. 
  • Manage all aspects of land use planning and permitting required to construct projects including high voltage transmission lines, distribution lines, substations, renewable generation, roads, and above and below grade infrastructure. 
  • Establish, track, and control applicable task cost, scope, schedule, and risk to deliver assigned projects within their approved scope, budget, and schedule.  
  • Plan, schedule, and execute all phases of approvals in accordance with applicable laws, rules, and  management processes, policies and guidelines, and corporate governance.
  • Develop detailed delivery plans and ensure project permitting scope, team responsibilities, milestone dates, and the procurement strategy are clearly stated for all assigned projects.  
  • Develop permit and property approval schedules in accordance with project objectives.  
  • Assist with development of conceptual and detailed designs. 
  • Execute public involvement plan during the project permitting phase.
  • Interface with external customers throughout the project life cycle.   
  • Provide project progress reports to management and other stakeholders in accordance with an approved communication plan.
  • Provide quality cost forecasting of assigned tasks.. 
  • Coordinate with procurement to solicit external services as required for assigned tasks.
  • Negotiate with vendors and contractors regarding work scope changes and ensure that all contract commitments are completed on time per the scope of work and technical specifications. 
  • Interface with appropriate management levels including senior management to gain necessary approvals and manage risk in accordance with corporate governance. 
  • Coordinate the tracking, expediting, and completion procured services. 
  • Communicate and coordinate interdepartmental communication for the assigned tasks. 
  • Responsible for delivery of internal and external project stakeholders’ expectations.
  • Provide coaching to project managers, engineers and other project team members to aid in understanding of risks and challenges associated with project approvals.

Requirements for this position include the following:

 

  • Bachelor’s Degree in Community Planning, Land Management, Environmental Science, Management, Engineering or the equivalent combination of education and experience  
  • Five years related professional experience. 
  • Proficient in jurisdictional land use and permitting, scheduling, cost controls, tracking and reporting methodologies.
  • Knowledge of financial principles to quantify costs and benefits of projects and to track and maintain budgets.  
  • Proficient in Project Management techniques 
  • Experience in managing vendors and contractors regarding work scope changes to ensure that all contract commitments are completed on time per applicable specifications.
  • Excellent technical writing and verbal communication skills 
  • Demonstrated business management skills including consulting skills, customer service, and business acumen. 
  • Interpersonal and communication skills to facilitate team efforts, provide guidance and direction to team members, and communicate project objectives, parameters, status, and outcomes to stakeholders. 
  • Ability to analyze information, form conclusions and provide meaningful and creative solutions to non-typical business issues.
  • Demonstrated skill in motivating and influencing others as well as skills and experience in team building and conflict management.
  • Proficient in using Microsoft Office Suite including Word and Excel 
  • Ability to travel as needed for in person meetings within the Company’s service territory.
  • Experience with zoning, land use, permitting, property, right of way, and environmental regulation negotiations.

Preference will be given to candidates who have the following:

 

  • Seven years related professional experience. 
  • Master Degree in Community Planning, Land Management, Business Administration or advanced Land Planning degree 
  • Experience working for or closely with jurisdictional planning and permitting offices. 
  • Project Management Professional certification by the Project Management Institute, or Advanced Project Management, or Program Management Certification or education
  • Understanding of environmental regulations, National Environmental Protection Act, environmental impact statement, environmental assessment, State Historical Preservation Office, Army Corp of Engineers, etc. 
  • Understanding of Oregon, Washington, and California Land Use Planning rules and regulations
  • Understanding of Oregon, Washington, and California eminent domain rules and regulations
  • Knowledge of the Company’s business, policies, procedures, and practices
  • Experience in the electric utility industry and applicable federal, state and local regulations
  • Working knowledge of scheduling or other project management software
  • Experience in electric utility zoning, land use, and permitting requirements.
