CAISO Plan Calls for $30.5 Billion for Transmission—and More Renewable Energy

California’s power grid continues to evolve and will look much different by 2040, according to a 20-year draft transmission plan released by the California Independent System Operator (CAISO). The plan calls for significant additional renewable energy resources, along with a $ 30.5-billion build-out of the transmission grid.

The outlook, developed by the grid operator along with the California Public Utilities Commission (CPUC) and the California Energy Commission (CEC), provides details about how the state will meet increased demand for electricity. The plan said the state will need about 120 GW of new power generation resources added to the CAISO system by 2040, including energy storage, utility-scale solar, offshore wind, and imports of clean energy from other states.

“There is a critical need for more proactive, long-term transmission planning and coordination,” said Elliot Mainzer, CAISO president and CEO, in a statement released Feb. 1. “In developing the 20-year Outlook, we have worked closely with the California Energy Commission (CEC), California Public Utilities Commission (CPUC) and a diverse group of stakeholders to begin delineating the long-term architecture of the California grid and better align power and transmission planning, resource procurement and interconnection queuing.…

High Summer Temperatures Send CAISO and ERCOT Scrambling to Maintain Grid Reliability

California and Texas—two regions where summer reliability concerns were forecast earlier this year—are suffering extreme temperatures and are scrambling to relieve stress on the grid.

The California Independent System Operator (CAISO)—the grid operator that serves about 80% of California—on July 24 and 25 issued statewide Flex Alerts, calling for voluntary electricity conservation during peak afternoon and evening hours.

The Flex Alerts stem from high temperatures across the western U.S., reduced electricity imports, tight natural gas supplies in the Southern California area, and a high wildfire risk. “Consumers can help avoid power interruptions by turning off all unnecessary lights, using major appliances before 5 p.m. and after 9 p.m., and setting air conditioners to 78 degrees or higher,” the grid operator urged. “The ISO has called on all available resources to serve demand, however, conservation is needed to reduce the risk of further emergency measures, including rotating power outages.”

At the Electric Reliability Council of Texas (ERCOT), the entity that manages the flow of power for 90% of Texas’s electric load, a new record for all-time system-wide peak demand was set during two hours in the afternoon on July 19.…

CAISO Expansion, 100% Zero-Carbon Bids Flatline, But Bills for Energy Storage, DERs Thrive

California’s legislature last week wrapped up its 2017 session without authorizing the broad expansion of the California Independent System Operator (CAISO) into other Western states or passing a zero-carbon bill, which would have put the state on a path to 100% clean energy by 2045. It did, however, succeed in passing bills to encourage development of energy storage and distributed energy resources to reduce its reliance on gas-fired generation in light of the Aliso Canyon debacle.

A Freeze on CAISO Regionalization

CAISO and a number of participants within the Western Interconnection have been exploring the creation of a more fully integrated regional electricity market that would be managed by a single system operator and include day-ahead and real-time markets, but the measure will now need to be revived next year.

As some of the initiative’s proponents point out, power within the Western Interconnection is managed by 38 separate balancing authorities in the U.S., Canada, and Mexico. While all balancing authorities, including CAISO, are part of a synchronized grid, each authority is responsible for its own territorial supply and demand balance.…
