Black & Veatch is ending the company’s participation in coal-based power market design and construction, saying it will allow the company to focus on clean energy technologies. The engineering and construction giant’s announcement Oct. 29 comes just more than a month after another major energy company, General Electric, said it would exit the new-build coal power market.

“We are an employee-owned company, and we do not make decisions based on what the market wants to hear, or how the market will react,” said Mario Azar, president of Black & Veatch’s power business, in an interview Thursday with POWER. “We make decisions based on the values of our company. We’ve been around for more than 100 years, and we want to be around for another 100 years or more.

“That’s how we make decisions as the executive committee of Black & Veatch,” he said. “It’s really centered around our values and our future.…

Construction of a $ 700 million natural gas-fired power plant near the Wisconsin-Minnesota border was authorized by Wisconsin regulators on Jan. 16, over the objections of environmental groups who have said the plant is not needed.

Dairyland Power Cooperative and Minnesota Power would jointly own the 625-MW Nemadji Trail Energy Center, which on its current timeline is scheduled to come online in 2024. Wisconsin’s Public Service Commission (PSC) voted 2-1 on Thursday to allow the project to move forward. The utilities have said the plant would enable them to move away from coal-fired power and support their integration of wind and solar generation resources.

Several environmental groups oppose the plant, including the Sierra Club, the Union of Concerned Scientists, and the Minnesota Center for Environmental Advocacy. Wisconsin’s Department of Natural Resources (DNR) also opposes the plant, citing local impacts such as loss of wetlands and depletion of groundwater.…

A Minnesota court on Dec. 23 said a proposed natural gas-fired power plant in neighboring Wisconsin needs more environmental review before construction can proceed, reversing an earlier decision by the state’s Public Utilities Commission that approved the facility.

The state Court of Appeals on Monday said state regulators must look at whether the Nemadji Trail Energy Center in Superior, Wisconsin, which was approved by the PUC in October 2018 and would have a generation capacity of 525 to 625 MW, would have “significant environmental effects” on the surrounding area. The court’s ruling means the PUC must conduct another review of the plant.

Minnesota Power, a utility division of Midwestern energy company ALLETE and headquartered in Duluth, and La Crosse, Wisconsin-based Dairyland Power Cooperative want to build the proposed $ 700 million Nemadji Trail plant on land between the Nemadjij River and Enbridge Energy’s Superior terminal, near Lake Superior at the border of Minnesota and Wisconsin.…

Several milestones have been reached at nuclear power plant construction sites around the world including on the Leningrad II-2, Novovoronezh II-2, Barakah, and Plant Vogtle projects.

Russian Progress

At the Leningrad site, Rosatom—the Russian state atomic energy corporation—reported on August 7 that the main turbine equipment installation for Phase II Unit 2 was completed. The company said that the stator, separators, superheaters, deaerator, turbine condensers, high- and low-pressure heaters, and heat exchangers have all been installed. Work will now begin on insulation, low-current and electrical installation, and the laying of external and internal engineering networks.

Leningrad Phase I has four RBMK-1000 units, which were connected to the power grid between 1973 and 1981. Phase II will have four VVER-1200 units, two of which are currently under construction. Unit 1 was connected to the grid on March 9 and is currently in the final stages of commissioning. It was the second VVER-1200 unit to be grid connected. Novovoronezh 6 (also known as Novovoronezh Nuclear Power Plant [NPP] 2 Unit 1) was the first VVER-1200 to enter service.…

Paducah Laser Nuclear Enrichment Facility Gets Fuel but Not Formal Construction Decision

While GE-Hitachi Global Laser Enrichment (GLE) confirmed it hasn’t made a formal decision to proceed with licensing or construction of a laser enrichment facility at Paducah, Ky., the Department of Energy (DOE) announced it has agreed to sell depleted uranium to the company over a 40-year period to help produce nuclear power plant fuel.

The DOE said that GLE would finance, construct, own, and operate the Paducah Laser Enrichment Facility proposed for a site near the DOE’s Paducah Gaseous Diffusion Plant in western Kentucky. The commercial facility is expected to use, under a Nuclear Regulatory Commission (NRC) license, depleted uranium to produce natural uranium, which will then be used for production of fuel for U.S. civil nuclear reactors. The agreement provides for the sale of about 300,000 metric tons of DOE-owned high-assay uranium hexafluoride (DUF6) inventories for re-enrichment using proprietary SILEX technology to produce natural-grade uranium.

Yet, as a GE Power spokesperson told POWER on November 11, GLE “has made no formal decision to proceed with licensing or construction of the facility.”…
