General Purpose

Manages PacifiCorp’s Western Market Policy function and coordinates market strategy and policy development across Energy Supply Management, Regulatory, Transmission, Resource Planning, Legal, Government Affairs, and other business organizations. Responsible for evaluating emerging market designs, developing company positions, identifying risks and opportunities, and ensuring alignment across functions on western market initiatives.

The position serves as PacifiCorp’s lead for policy matters associated with the Western Energy Imbalance Market (WEIM), Extended Day-Ahead Market (EDAM), RTO West, Markets+, Western Resource Adequacy Program (WRAP), EDAM Resource Adequacy, and market seams coordination. The incumbent works with internal and external stakeholders to advance PacifiCorp’s strategic interests in the evolving western electricity market landscape.

Responsibilities

Lead the development and execution of PacifiCorp’s western market policy strategy.
Coordinate market policy activities across Energy Supply Management, Regulatory, Transmission, Resource Planning, Legal, Government Affairs, and executive leadership.

Hydroelectric power generation hit a 10-year high in Europe in 2024, while hydro growth in other regions—most notably China—kept the technology at the top of the list when it comes to global energy output from renewable resources. The International Hydropower Association (IHA) in its 2025 World Hydropower Outlook said hydro is playing a “stablizing role” in Europe and elsewhere when it comes to power supplies at a time of heightened concern about volatile markets and shifting policies around energy, particularly in the U.S.
