Readying for First Offshore Wind Farm, New York Launches New Procurement, Infrastructure Investments

As New York this year readies to build the 132-MW South Fork Wind Farm—its first offshore wind project—the state will dedicate $ 500 million in funding to enable offshore wind manufacturing and supply chain infrastructure. The investment announced by Gov. Kathy Hochul as part of  New York’s 2022 State of the State plan is just one of a suite of measures aimed at kickstarting the state’s offshore wind industry.

The New York State Energy Research and Development Authority (NYSERDA) on Jan. 5 unveiled plans to launch its third offshore wind procurement this year, a measure that could support the construction of 2 GW in new projects. The state’s designated R&D agency also moved to initiate a new “master plan”—Master Plan 2.0: Deep Water—“to unlock the next frontier of offshore wind development.” The state additionally said it would work to identify strategic wind cable corridors and access key points of interconnection of the grid as part of a broader plan to realize an offshore wind transmission network.…

New York Officials Deny Permits for Proposed NRG Gas-Fired Plant

New York officials have denied permits for NRG Energy’s proposed natural gas-fired power plant upgrade project in Astoria, a decision made after an environmental agency said the plan was “inconsistent” with a state measure to reduce greenhouse gas emissions. 

The state’s Dept. of Environmental Conservation (DEC) on Oct. 27 said the proposed new power plant “would be inconsistent with or would interfere with the statewide greenhouse gas emissions limits established in the Climate Leadership and Community Protection Act (CLCPA).”

DEC’s determination stated, “Astoria NRG failed to demonstrate the need or justification for the proposed project notwithstanding this inconsistency.” Wednesday’s ruling came after the DEC in July approved draft permits for the Astoria Replacement Project, a 437-MW plant that would have replaced half-century-old gas-fired units in the Ditmars-Steinway area of Queens County in New York.

The DEC’s reversal came after a series of public hearings this summer in which the agency received more than 6,000 responses in opposition to the project.

When many people are asked which state is leading the U.S. toward a renewable energy future, California is the first that comes to mind. And while California is worthy of such distinction, it’s not the only state with a progressive clean-energy agenda. New York should also be part of the conversation.

On Jan. 8, New York Gov. Andrew Cuomo gave his 2020 State of the State address, outlining what his office has called a “bold agenda to continue New York’s role as progressive capital of the nation.” Among the many proposals he put forth was a plan to grow New York’s “Green Economy.”

Renewables Growth = Job Growth

In a 318-page book released in conjunction with the address, combatting climate change is the first chapter, and Cuomo believes tackling the issue will be a win-win for the environment and his state. In 2019, the governor signed New York’s Climate Leadership and Community Protection Act (CLCPA).…
