General Purpose
The position reports to the Director of GIS, Mapping & Data Management and will be responsible for functional oversight of the day-to-day operations of a highly customer service driven GIS Solutions group. The GIS Solutions group manages and maintains geospatial data, performs related analysis and decision support, provides both services and products for diverse business units, and creates various web and mobile map-based applications. The GIS Operations Manager implements strategy and priorities developed by GIS Director. The GIS Operations Manager performs day to day management of staff and projects, leads and contributes to projects, and assists in establishing and implementing business objectives.
Responsibilities
- Plan and manage the work for the GIS Solutions group.
- Lead the functional team, projects and initiatives, direct day-to-day activities, and provide guidance and recommendations.
- Develop and ensure internal goals are set, measured, met, and maintained.
- Develop project plans, negotiate timelines and schedule with internal customers, and monitor progress.
- Manage projects, customer client expectations and related interaction between customers and the project team members.
- Oversee Amazon Web Service (AWS) cloud hosted GIS services and applications supporting a number of web and mobile applications.
- Assist technical staff with administration of Cloud based systems (AWS, ArcGIS Online)
- Implement BHE and PacifiCorp business initiatives as it relates to GIS support services.
- Work closely with other internal departments to fulfill regulatory reporting and data delivery requirements.
- Work across PacifiCorp groups to ensure proper management of geospatial data, delivery of geospatial data and solutions and optimization of systems and processes.
- Identify process improvement opportunities and implement efficiency, standardizations and improvements to ensure rapid customer response and data quality.
- Oversee the preparation of required exhibits for submission to stakeholders and Federal Energy Regulatory Commission (FERC).
- Review and validate work product performing quality control.
- Guide and mentor technical staff assisting with analysis, recommendations and/or implementation of technical procedure, current and future technologies and process enhancements.
- Develop and monitor metrics and measures for the GIS solutions group and report to director.
- Assist Director in supporting internal initiatives, facilitating GIS services to company business units, generating proposals, and project estimates.
- Facilitate team efforts, provide guidance and direction to team members, and communicate project objectives, parameters, status, and outcomes.
- Provide input into team employee performance reviews. Flag performance and personnel issues for resolution.
Requirements
- Bachelor’s Degree in business, engineering, computer science, geographic information systems (GIS) or the equivalent combination of education and experience.
- 7 years of experience leading, managing, and delivery of GIS services, products, applications.
- A minimum of three years of demonstrated leadership/supervisory or functional management experience.
- 6 years of experience working at or with an Electric Utility.
- Experience working with ArcGIS Enterprise, ArcGIS Online, and the configuration, deployment, and support of various ArcGIS web maps, operations dashboards, and mobile applications such as ArcGIS Collector, Survey 123, and ArcGIS Field Maps.
- Leadership and teamwork skills including the ability to implement action plans for achieving objectives and to oversee daily operations.
- Strong interpersonal and communication skills to facilitate team efforts, provide guidance and direction to team members, communicate expectations, project objectives, parameters, status, and outcomes.
- Ability to communicate complexity to non-technical customers.
- Direct experience working electrical utility operations, field operations, electrical systems connectivity, and related mapping and spatial data management.
- Significant and demonstrated technical experience with ESRI ArcGIS products including ArcGIS Desktop and ArcGIS Pro, and ArcFM.
- Significant and demonstrated experience with geodatabase modeling, and various geospatial databases and data formats.
- Assessment skills including problem diagnosis and identification of proper methods and techniques to resolve and prevent future problems.
- Analytical and evaluation skills to define critical tasks, establish sequence of events, identify individuals/teams, timelines, and outcomes, and product project plans.
- Project management skills to develop and monitor work and budgets, determine specifications, schedules, timelines, and define deliverables.
Preferences
- Experience working Transmission & Distribution Operations internal customers and utility field employees.
- Advanced geospatial analytical skills.
- Hands on experience working with Safe Software’s Feature Manipulation Engine (FME).
- Experience and proficiency with Python
- Experience with AWS, networking, and SQL Server RDBMS
- Experience building and supporting mobile map and forms based applications for field employees

This position is eligible for an annual discretionary performance incentive bonus of up to 15.00% of salary.
